He'd been born to Henry and Florisa Fox in April of 1868.  And in their household is where we find William on the US Censuses of 1880 and 1870.  By 1900, William is still single and living with his mum, Clarissa who is at that date the Head of House.

Clarissa Long Fox, Henry's wife
"U.S. Census, 1900," for Battelle Township, Monongalia County.  In which we find Clarissa widowed (possibly for six years).  Clarissa had bore eleven children with Henry Fox and in 1900 there were 10 still living.

These children are named in a newspaper in memoriam dated 1 DEC 1916.  It was published in the Democratic Messenger (Waynesburg, PA).  About 1915 Clarissa had 39 grandchildren, 50 great grandchildren, and one great, great grandchild.

As Head of House in 1900 Clarissa owns the farm which is on the east side of Battelle.

Her parents had been Samuel Long and Adaline Mestrezat and had lived just north over the State Line in Green County, Pennsylvania.  Clarissa had been born on Christmas Day in 1835.  Just three years after her future groom, Henry Fox.  Henry also hailed from Greene County, Pennsylvania.  And we find him on the U.S. Census of Perry Township with his parents John and Catharine Fox.

Clarissa and Henry show up in all the birth records of their children from Adaline to Amanda, Alexander to William.  But Clarissa's name is often spelled in variations.   Examples include, Elisa in "West Virginia, Borths, 1853-1930," index, FamilySearch (https://familysearch.org/pal:/MM9.1.1/F1YF-HM9: accessed 10 JUNE 2013), Linsey Fox, 1860.  Which also shows variations in place name.  In that record, Linsey was born in Dunkert, Monongalia, WVA.

Two years later we find the birth of Delia C. Fox.  In those records, Delia's mother is listed as Clarissa and Clausia; her father HENRY FOX.  See "West Virginia, Births and Christenings, 1853-1928," and "West Virginia, Births" indexing.
