County Records and careful clerking bring us to, "West Virginia, Marriages, 1853-1970," index, FamilySearch (https://familysearch.org/pal:/MM9.1.1/FYJK-7PJ: accessed 11 JUNE 2013), Elias Fox and Ida Delany, 1898.
From there we can virtually travel over to wvculture.org and SEE...
It's a Clerk's Certificate and all the parts are filled out, pretty much.
Perhaps the most exciting news this record discovery brings is who gave the information respecting the parties...JOHN DELANY...of Monongalia County.
The Clerk's Certificate shows us the information about the bride and groom. It also shows us about the process of getting married...getting a license, having a ceremony, recording the union with the County.
Elias and Ida Mae were married by a M.E. (Methodist Episcopal) Minister in a ceremony on the 9th of December...at the home of the bride.
The computer is making this work amazing. We were able to save a copy of the Clerk's Certificate:
